 The goal with paid traffic should always be to increase leads, phone calls and other goal related conversions without inflating cost. The above chart shows Conversions in red and cost-per-conversions in blue. The green line represents when we rebuilt the campaign. We evaluated the Quality Scores of their existing keywords and focused our ad spend on Ad Groups with keywords scoring a 6 or higher.  We  also added a healthy negative keyword list, created a custom audience including in-market shoppers, and switched to a Target CPA bid strategy.

The chart below shows the same red conversion line and switched the blue line to cost. This shows we improved the conversion total without spending more money!
